Earlier this year, the California Energy Commission voted unanimously to require all newly constructed homes to be equipped with solar panels starting in 2020, making California the first state in the nation to require all new builds to be solar-powered. Developers are currently tasked with figuring out how to comply with this mandate while keeping homes affordable. One proposed option would allow for "community-shared solar options," which would take the form of off-site solar farms that send energy to multiple housing communities via transmission lines.

The affordable housing landscape in 2018 involved rising housing prices and increased shortages – trends that will likely continue in 2019. In light of the continued challenges, though, there are a number of measures that developers and advocacy groups are taking to improve affordability.
